Division of Integrated Services, Office of the Prosecutor

Organisational Context
Within delegated authority and under the direct supervision of the Prosecutor, the Director of the Division of Integrated Services is responsible for managing the reliable and cost-effective delivery of integrated services within the Office. The Director leads in ensuring that the Office is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to support the implementation of the Office’s mandate. The Director of the Division of Integrated Services will define, implement and manage a large number of services needed to achieve the defined goals of high quality and cost efficiency within the categories of information, knowledge and evidence management, forensic science, language support and tracking and information fusion. The Director works with the heads of section and unit to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office.
The Division of Integrated Services consists of 3 sections and 1 unit which provide the following main services to the Office of the Prosecutor:
1. Forensic Science Section (FSS): providing scientific support to investigations and prosecutions as well as preliminary examinations in a multitude of fields (crime scene examinations, exhumations, autopsies, clinical examinations, criminalistics, computer forensics, mobile and telecommunications forensics, cyber investigations, geographic information systems and satellite image analysis, photo/video analysis, 3D mapping and reconstruction, drone imagery, etc.) In addition, FSS maintains the Executive Secretariat of the OTP Scientific Advisory Board.
2. The Information, Knowledge and Evidence Management Section (IKEMS): conducting business analyses for all OTP business streams; managing OTP business development initiatives through in-house programme and project evaluation, as well as intra- and inter-organ collaboration; maintaining direct (embedded) information management support to OTP unified teams, from preliminary examinations to the pre-trial stage; evidence management, including registration, chain-of-custody, physical and digital storage, custodianship and digital evidence support services, and disclosures; provision of advice to the OTP on the collection and handling of evidence, including eDiscovery and Technology Assisted Review; management of administrative processes surrounding material collected and submitted under article 15; and witness interview and mission support services, including centralized equipment management and distribution, safe storage and transfer of evidence.
3. The Language Services Unit (LSU): supporting all language support needs of the Office, with the majority of its work focused on transcription, translation and interpretation for investigations and prosecutions.
4. The Tracking and Information Fusion Section (TIFS): identifying the location and creating arrest opportunities for suspects at large; the provision of specialised and integrated collection and analysis support to the Office in the areas of military, geospatial, and open source intelligence.
The Director ensures a holistic, optimized and synchronized approach across the different parts of the Division and with the other parts of the Office.
The Director represents the Office in the Court-wide Information Management Governance Board.

Essential Qualifications
Education:
Advanced university degree in management, public or business administration, ICT, forensic sciences, law, or any other related field is required. A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Knowledge of languages:
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is considered as a strong asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
