I've had several interviews with the EPA for different positions. First round is an HR screening of eligibility. Second round is usual at least 2 people if not more. Third one is with department head/leadership.

They started my asking me why I felt I was the most qualified candidate for the position.
Thereafter, the questions were mostly situational. The panel made no indication they had even seen my resume and showed no interest in my experience.

You're asked three questions which are sent to you beforehand, rated against other applicants and they blindly take the top people. Fair except they are very cookie-cutter questions and it feels very robotic. You don't get much time to discuss yourself, highlight skills outside of the specific questions, or ask about the role/ company much.
